City Council Work Session

What was Discussed?

  • Utility Billing Continuous Improvement Team Presentation: City staff presented findings related to utility billing operations, workload demands, meter technology, customer service trends, and website usability. The presentation reviewed current conditions, operational challenges, and opportunities for process and customer service improvements.

Why It Matters: Utility billing impacts more than 20,000 residential and commercial customers in Baytown. The work session provided Council with data and context to better understand operational constraints and customer experience issues.

What was Decided?

  • ExxonMobil Baytown Events Center and Sterling Municipal Library Architect Agreement: Council approved an ordinance authorizing the City of Baytown to enter into an agreement with Barker Rinker Seacat Architecture for architectural services related to the ExxonMobil Baytown Events Center and Sterling Municipal Library renovation projects.

During the presentation, City staff outlined the scope of architectural services and explained how the design phase will support future cost estimates, timelines, and community engagement. Council members discussed the importance of transparency, long-term planning, and ensuring both projects align with community needs and responsible use of public funds.

Why It Matters: Approval of architectural services advances planning and design for two major community facilities with long-term civic and economic significance. The ExxonMobil Baytown Events Center is supported by a $75 million economic development commitment previously approved by City Council and is envisioned as a regional sports, entertainment, and community venue. The Sterling Municipal Library renovation focuses on modernizing and preserving a long-standing public asset to serve residents for generations. This action allows the City to refine designs, costs, and timelines before any construction decisions are made.

  • Commercial Solid Waste Ordinance: Council approved amendments to Chapter 86 of the Code of Ordinances related to commercial solid waste collection, including updated definitions, reporting requirements, permit fees, recordkeeping standards, and enforcement provisions.
  • Bay Creek Residential Development: Council received a presentation and discussed the proposed second phase of the Bay Creek residential development.
  • Bay Creek Public Improvement District No. 2: Council approved a resolution accepting a petition to establish the district and set a public hearing to consider the advisability of the proposed improvements.
  • Police Service Dogs Retire: Council approved resolutions authorizing the retirement and transfer of Police Service Dogs K-9 Enzo and K-9 Big to their handlers, in accordance with state law.
