About the Legal Department

The City Attorney is the chief legal advisor to the City of Baytown City Council, and all City offices, departments and agencies, including but not limited to, the Baytown Area Water Authority, Baytown Municipal Development District, Baytown Crime Control and Prevention District, and Baytown Fire Control Prevention and EMS District. The City Attorney also serves as the chief legal advisor to all City officers and employees in matters relating to their official powers and duties.

Responsibilities and Services

The City Attorney and Assistant City Attorneys:

  • Represent the City in all legal proceedings involving the City, its offices, departments, and agencies, and in some instances, City officers and employees acting within the scope of their official powers and duties.
  • Manage outside law firms that represent the City in legal proceedings.
  • Serve as Prosecutor for all municipal court cases, including those involving offenses under the Texas Penal Code, the Texas Transportation Code, and the City’s Code of Ordinances.
  • Provide oral and written opinions to the City, BAWA, MDD, CCPD, FCPEMSD, and other City affiliates.
  • Draft legal instruments such as ordinances, resolutions, contracts, and deeds.
