Sjolander and I-10 Annexation and Zoning Map Amendment

Requested Action

The applicant is request two actions: 

  1. Voluntary Annexation of the subject property at the southeast intersection of Sjolander and I-10. 
  2. Zoning Map Amendment to the official zoning map to rezone approximately 34.07 acres from an Open Space/Recreation (OR) to a Light Industrial (LI) zoning district.

Subject Area

Approximately 59.25 acres of privately-owned land in Harris County, Texas, located generally at the southeast intersection of Sjolander Road and Interstate 10.

Parcel Information

  • Current Use: Vacant
  • Proposed Use: Detention for proposed development on the tract to the east of the subject property.
  • Future Land Use Plan: Business Park

Background

City Council approved a Development Agreement for the subject tract during a 2017 unilateral annexation. The Development Agreement permitted the subject area to retain its extraterritorial status for up to 7 years or until any type of subdivision plat is submitted, development occurs, or when the property loses its agricultural, wildlife management, or timber use exemption. At this time, a portion of the property has been developed. Additionally, a portion has been conveyed to new owners who are ready to begin developing the property along with the abutting 199.44 acres east of the subject tract.

The zoning request is advertised in accordance with state and local requirements. This typically includes mailing notices to neighbors, posting signs on the property, creating a project Newsflash on the City's website and advertising it in the newspaper. 

Public Hearing and Recommendation

Planning and Zoning Commission holds a Public Hearing and votes on a recommendation to City Council.  Anyone can sign up to speak at the Public Hearing.

Final Public Hearing & Action

City Council holds the final Public Hearing and votes the final decision. Anyone can sign up to speak at the Public Hearing. This is the final step.
