The Baytown Police Department has received inquiries regarding the dismissal of criminal charges, resulting from a 2019 incident, against Teddy Sims and Samuel Serrett as part of an agreement between the defendants and the Harris County District Attorney’s Office. The Baytown Police Department has confirmed that both individuals have permanently surrendered their Peace Officers Licenses to the Texas Commission on Law Enforcement (TCOLE) and, as of today, Friday, March 8, 2024, are no longer employed with the City of Baytown Police Department. Neither the City of Baytown, nor Baytown Police Department were involved in the agreement with the DA’s Office.
The department also wants to reassure the community that this incident does not reflect the values or practices of the department. The Baytown Police Department holds its officers to high standards of conduct and integrity. Chief of Police, John Stringer states: “It's essential to acknowledge that the incident in 2019 does not represent our department today. We've grown and learned from this experience, further solidifying our commitment to serving with integrity and maintaining the trust of our community.”

The Baytown Police Department acknowledges the recent dismissal of charges against former officers Teddy Sims and Samuel Serrett by the Harris County District Attorney’s Office. As part of an agreement, both Sims and Serrett are required to permanently surrender their Peace Officers Licenses to the Texas Commission on Law Enforcement (TCOLE). Both were placed on administrative leave during the investigation and the Baytown Police Department is awaiting confirmation from TCOLE prior to further action. While legal proceedings have concluded, our department continues to uphold our key values of honor, integrity, and professionalism. We continually review policies and procedures to ensure fair and equitable treatment for all. We will release additional information as soon as it becomes available.
