Baytown City leaders have chosen the finalists in the extensive City Manager search. Now it’s time to learn a little more about the candidates as one will be selected as the City’s next visionary.

Caluha Barnes:
Caluha Barnes most recently served as Deputy City Manager with the City of Modesto, California. Prior to that role, Caluha was the Community Engagement Director and Interim Recreation and Parks Director for the City of Santa Rosa, California; and Principal Administrative Analyst and Administrative Services Director for the County of Sonoma, California. She was also a realtor and administrator for the Georgia Secretary of State.
Caluha holds a Master’s degree in Public Administration from the University of Oklahoma and a Bachelor’s degree in Public Administration from Michigan State University. She also received a Human Resources Management Certificate.
Michael Cleghorn
Michael Cleghorn serves as City Manager with the City of Lawton, Oklahoma. Prior to that role, Michael was the Public Works Director for Copperas Cove, Texas; Director of Solid Waste Services in Killeen, Texas; Assistant Director of Solid Waste Services in Lufkin, Texas;, and Director of Solid Waste Services in Crockett, Texas. He was also in the U.S. Army.
Michael holds as Master’s degree in Science, Management & Leadership from Texas A&M University and a Bachelor’s degree in Science, Liberal Arts from Excelsior College. He also obtained a Class A Municipal Solid Waste License.
Beverli Marshall
Beverli Marshall serves as General Manager with the Valley Sanitary District in Indio, California. Prior to that role, Beverli was the General Manager for the Sewer Authority Mid-Coastside for Half Moon, California; Business Services Manager for the West County Wastewater District in Richmond, California; and Director of Administrative Services in Orinda, California. She also held various positions with the City of Berkeley, California and the San Francisco Housing Authority.
Beverli holds a Doctorate of Business Administration from Alliant International University, a Master’s Degree in Public Administration from the University of Alaska, and a Bachelor’s Degree in Sociology from California State University, Bakersfield. She also holds credentials as a Certified Special District Manager with the Special District Leadership Foundation. Beverli is recognized as a Credentialed Manager with the International City/County Management Association.
Jason Reynolds
Jason Reynolds serves as Assistant City Manager with the City of Baytown. Prior to that role, Jason was the Interim Assistant City Manager and Director of Administrative Services with the City of Mont Belvieu, Texas; City Manager with the City of Nassau Bay, Texas; and Development Operations Manager and Organizational Development Specialist with the City of Arlington, Texas. Jason was also in the U.S. Army.
Jason holds a Master’s degree in Business Administration from the University of the Incarnate Word, a Master’s degree in Urban Planning from the University of Louisville, and a Bachelor’s degree in Workforce Leadership from the University of Louisville. He also holds credentials as a Certified Public Communicator, a Certified Public Manager, a Certified Government Finance Officer, and is recognized as an Economic Development Finance Professional.
The finalists were chosen out of 60 applicants in the nationwide search. Each candidate was evaluated against the City’s needs and qualifications, as well as experience relevant for the position.
The finalists are taking part in a formal interview process today, December 5 and tomorrow, December 6. There will be a Meet and Greet with the candidates tonight at 6:30 inside the Baytown Community Center. The public is invited and encouraged to attend.
