[ARCHIVED] Baytown Area Water Authority: Seeking Qualified Firms

BAWA. East Surface Water Plant Expansion

The City of Baytown’s Department of Public Works and Engineering on behalf of the Baytown Area Water Authority is seeking to identify qualified firms registered in the State of Texas and eligible to enter into a Professional Engineering Progressive Design-Build Services contract. The professional services contract awarded through RFQ 24-1108 will include Professional Engineering and Design Services in combination with Construction Services through a progressive design-build project delivery method for the design and construction of the BAWA East Surface Water Treatment Plant Phase 2 Expansion. The project aims to increase the current capacity of the plant from 6 million gallons per day (MGD) to 12 MGD.


Please Note: These services may be funded via federal funding and/or other local funding sources. As such, federal contractual requirements may be required.


Bid Submission 

Please submit one (1) electronic PDF copy of your Statement of Qualifications (SOQ) packet in order for your firm to be considered. The  SOQ PDF packet(s) should be submitted via the City’s electronic procurement site at https://www.baytown.org/563/Bids-Vendor-Information and selecting “Bid Opportunities”.

Proposals shall be received by the City no later than 2:00 PM on Thursday, December 14, 2023 to be considered. The City reserves the right to negotiate with any and all individuals or firms that submit proposals. The Owner reserves the right to waive irregularities and to reject proposals. Bidders will be required to furnish verifiable references with their proposals. Proposers may be required to have a payment and performance bond. At this time, the City intends to have a pre-submittal meeting to discuss any specific details or questions relating to this RFQ and the BAWA East SWTP Phase 2 Expansion project. Specific details are included in the RFQ document.

Minority Business Enterprises, Small Business Enterprises and Women Business Enterprises, and Labor Surplus Firms are encouraged to submit proposals.  The City of Baytown is an Affirmative Action/Equal Opportunity Employer.
