About the Long-Term Residential Care Facility License 

The City of Baytown by ordinance requires all Long-Term Residential Care Facilities to maintain a written disaster plan, also known as an Emergency Operations Plan (EOP), that meets state and local standards for emergency preparedness. These facilities must submit these plans along with other accompanying documents on an annual basis for review by the Baytown OEM. 

Long-Term Residential Care Facilities are healthcare facilities that provide 24-hour supervision of residents within their care; such as Nursing Facilities, Assisted Living Facilities, and Intermediate Care Facilities for Individuals with IDD. 

This does not include home or community-based facilities, such as Hospice, Home Health, Daytime Programs for Adults, Foster Care Centers, or dialysis centers.
