The City of Baytown Annual Action Plan is a one-year planning document which describes the amount of CDBG funds expected to be available and the proposed use of those funds for the upcoming fiscal year.  On or before August 16, 2017, the Annual Action Plan will be submitted to the U.S. Department of Housing and Urban Development (HUD).  Prior to submission, the public is allowed to review and comment on the Annual Action Plan’s proposed use of funds.  On May 16, 2017, the Community Development Advisory Committee (CDAC) met and approved funding recommendations for the 2017-18 (PY17) Action Plan. This notice is provided to inform the public of the availability of the proposed PY17 CDBG budget:

Description:  Assistance to purchase, paint or repair homes of low-moderate income persons.

Project: Public Facilities & Improvements/Unidad Park Improvements

Location:  500 S. Airhart Dr.  

Funding: $46,896 

Description: Funds for new playground equipment and other park improvements.

Project: Public Facilities & Improvements/Bergeron Park Improvements

Location:  1520 Louisiana  

Funding: $10,020 

Description: Funds for new wood fiber mulch for playground and other park improvements.

Project:  Property Clearance/Substandard Structures Abatement

Location:  Within the city limits of Baytown

Funding: $110,831

Description: Administrative costs for demolishing/securing vacant dilapidated buildings.

Project:  Area Benefit/Neighborhood Improvement Program

Description: Funds for code enforcement and increased resident involvement.

Description:  Registrations for participation in an organized youth football program.

Description: Funds for at-risk students to tour area universities and businesses.

Description:  Shoes for low-moderate income school children.

Project: Public Services/Baytown Police Department Domestic Violence & Special Victims Unit

Funding:  $2,200

Description:  Hotel Sheltering for Victims of Sexual and Domestic Violence.

Project: Community Development Transportation

Location:  Within the city limits of Baytown

Funding:  $72,944

Description:  Transportation for low-income senior and disabled Baytown residents.

Project: CDBG Program Administration

Location:  Within the city limits of Baytown

Funding:  $134,192

Description:  Administration of the CDBG Program.

Public Comments

All interested agencies, groups, and persons wishing to comment on the projected use of funds are invited to submit written comments for consideration by the City of Baytown at the above address on or before July 5, 2017.  All such comments received will be considered and incorporated in the Annual Action Plan.  The City of Baytown Community Development Division will conduct a public hearing giving all interested parties the right to appear and be heard regarding the City of Baytown PY17 CDBG Proposed Action Plan and Projected Use of Funds. Residents with suggestions and/or concerns will be provided an opportunity to voice those issues at the public hearing which will be held on Tuesday, June 13, 2017, at 5:30 p.m. in the Mockingbird Room of the Baytown Community Center, 2407 Market Street, Baytown, Texas. The Baytown City Council is scheduled to review and consider adopting the proposed PY17 Action Plan at their regular City Council Meeting on July 27, 2017 at 6:30 p.m. at the City Hall Council Chamber, 2401 Market Street, Baytown, TX 77520.
